Public Healthcare Management

1. Service Planning Analysis

  • What Is
Understanding the cost per service unit is crucial for developing an effective pricing strategy that aligns with existing regulatory requirements.
  • What It Is Important
  • Increasing Public Awareness of Health. Public awareness regarding health and well-being continues to rise, influencing expectations toward better healthcare services.
  • Growing Number of Hospitals in a Region Leading to Positive Competitiveness. The increasing number of hospitals in certain areas fosters healthy competition, driving improvements in service quality.
  • Greater Government Attention to Healthcare Service Issues. The government is placing more focus on healthcare-related policies, such as health insurance programs, BPJS tariff regulations, and other public health initiatives.
  • The Demand for Public Hospitals to Become More Financially Independent. There is a growing expectation for Regional Public Hospitals to reduce reliance on regional budgets (APBD) by adopting BLUD (Public Service Agency) principles and self-management strategies.

2. Work Plan & Strategic Planning

  • What Is
We are currently focused on the public healthcare service sector, particularly Regional Public Hospitals. Our support includes financial planning—especially for Public Service Agencies (BLU)—and translating the Regional Medium-Term Development Plan (RPJMD) into the hospital’s Strategic Plan and Work Programs.
  • What It Is Important
Aligning the Regional Medium-Term Development Plan (RPJMD) with the Strategic Plan (Renstra) of Regional Public Hospitals is a key mandate to ensure the successful implementation of the region’s vision and mission. Therefore, a well-aligned hospital strategic plan serves as an indicator of the unit’s effectiveness. All work programs should be developed based on the SMART principles (Specific, Measurable, Achievable, Relevant, and Timely).

3. Customer Satisfaction Survey & Service Compliance Measurement

  • What Is
We assess public satisfaction with services provided by Regional Public Hospitals and conduct ongoing monitoring to evaluate service consistency through a Silent Visit method, focusing on key service points experienced by patients.
  • What It Is Important
In addition to the mandate outlined in the Ministry of Administrative and Bureaucratic Reform Regulation (Permen PAN-RB) No. 14 of 2017 on Guidelines for Conducting Public Satisfaction Surveys, receiving feedback from patients is essential for improving service quality and enhancing the value of Regional Public Hospitals.
